Innovation Funding Service: application rules and compliance guide
Setting up on the Innovation Funding Service
Every application is submitted through the Innovation Funding Service (IFS). Register your organisation early: company number, VAT status and financial details are verified before you can submit, and delays here have cost applicants a deadline.
Word and character limits
Each question in the IFS form has a strict word or character count, enforced by the system. Assessors only ever see what fits inside the limit, so editing to the count without losing the argument is a skill in itself, not an afterthought.
Mandatory attachments
Most competitions require a project finance spreadsheet, and many require letters of support from named partners, an organisation chart, or a state aid/subsidy control declaration. Missing a mandatory attachment is one of the most common reasons applications are rejected before assessment.
Formatting rules
Where free-text uploads are allowed (for example, on some late-stage or two-stage competitions), Innovate UK sets page limits, minimum font sizes and file formats. Read the competition-specific guidance notes: the rules vary by call and change between rounds.
Eligibility and subsidy control checks
Before you invest time writing, confirm your organisation type, size classification and project location meet the competition's eligibility criteria, and that the requested subsidy control category fits your project. Ineligible applications are removed from assessment regardless of quality.
Collaboration agreements
Collaborative projects need every partner's role, cost share and IP position agreed in principle before submission. Reviewers look for evidence the consortium has genuinely planned how to work together, not just who is involved.
Compliance checklist before you submit
- Organisation registered and verified on the Innovation Funding Service
- Company number, VAT and financial details up to date
- Every question answered inside its word or character limit
- Project finance spreadsheet completed and reconciled to the narrative
- Letters of support and other mandatory attachments collected
- Eligibility and subsidy control category confirmed for every partner
- Collaboration agreement principles agreed with named partners
- Submission made well ahead of the competition deadline
